�This year, we have an opportunity to make real progress in our
shared concern for the future of Wagner. There is every reason to be
confident that this will be a year of achievement, but we must realize
that each new responsibility a person or group accepts inherently
requires a faithful discharge of the duties involved.
Among the new means we will have to use for working together
this year are:
1. A new faculty structure which includes a Faculty Council
and nine faculty committees
2. Student representation on these nine faculty committees
3. Student representation to all academic departments
4. Student and faculty representation on standing committees
of the Board of Trustees.

Beyond these new means, several other factors suggest that
this year can be one of real progress. Among these are:
1. The College Council with the experience of its first year
should become a more effective instrument. Your elected
student officers have been working during the summer toward
this end
2. The increased responsibility of students in determining and
enforcing the regulations bearing on their non-classroom
activities
3. The appointment of a firm but fair Dean of Students who has
the respect of students, faculty and administration
4. An increased awareness by all of us of the need for better
communication; this involves not only saying something, but
also listening.
Among the many studies you will be participating in during the
year are:
a. Overall planning for the "seventies"
b. A comprehensive study of the curriculum
c. A comprehensive study of the whole college-its purposes,
courses, faculty, administration, students, facilities and finance
d. Increased concern for the disadvantaged.
I look forward to this greater participation on the part of the
students and faculty in the coming months. Fresh insights, enthusiasm
and vigor are among the contributions expected of you. Jointly we
can move to new levels of mutual cooperation and respect. We welcome the opportunities of this new year and challenge each of you
to work with renewed strength for a finer college. The ingredients
are here for a relevant year-but all of us have to work at it.

Grant of $100,000 Received
Summer Enrollment Tops 1968's
A grant of $100,000 has been received from the
Charles Hayden Foundation. The money will be used
to purchase and install a Van de Graaff nuclear physics
teaching laboratory and an electron microscope in the
new Science Complex.
Other proposals are being made to foundations with
hopes of interesting them in supporting the purchase of
science equipment for the chemistry, biology and bacteriology departments.
Enrollment for the 1969 summer session totalled
1141, compared with 1087 for 1968. Three special
courses were held: Institute on Environmental Health,
Exploring Art in New York and the New York City
Summer Institute in Musical Theatre.
Mrs. Dorothe Dow is working again in the College
Achievement Program (CAP) under the auspices of
the Sealantic Fund, Inc. Four high school seniors participated in the intensive, five-week summer session
desiened primarily for improving reading skills.
The CAP Program is a continuation of the Sealantic winter program in which as many as 16 junior
high school students, deficient in reading, math and
science, attend Saturday classes. Students enrolled in
the program will advance to pre-college work while
gaining insight into college life by living on campus and
participating in campus activities during the final phase
of the program.

Notre Dame College of Staten Island will use Parker

innovation started last year because the neighboring

Highlights of 84th Commencement
Dr. Francis H. Horn, internationally known authority on education and president of the Commission on
Independent Colleges and Universities, delivered the
commencement address June 1. He received an honorary Doctor of Laws degree.
Bachelor and master's degrees were awarded to 539
at the commencement, including graduates of last
August and January.
A second honorary degree, Doctor of Divinity, was
conferred on the Rev. Victor M. Rodriquez, president
of the Caribbean Synod of the Lutheran Church in
America. Carl E. Haugen, Staten Island resident who is
senior vice-president of Chase Manhattan Bank, was
given the Distinguished Citizenship Award.
A 50-year key was awarded to the Rev. Frederick
Teichmann, an alumnus. The Rev. Dr. Frederic Sutter,
instrumental in Wagner's settling on Staten Island 50
years ago, was given a scroll as the oldest living alumnus
(75 years an alum).
It was the 84th Commencement class and the largest in the school's history.

Is Everybody's Task

Each of us has his favorite gripe. As a newspaperman, mine may be "public relations." Many institutions
and organizations think it's a matter of hiring someone to grind out publicity releases (99.44 per cent
favorable) for the news media which, typically,
promptly discard 99.44 per cent of all such mail.
"Public relations" involves just about everything an
institution or an organization does or proposes.
It may be a little hard for some friends of Wagner
College to swallow, but our alma mater achieved some
excellent public relations goals during the student strike
last spring. The students proved they could be responsible; the College proved it could be responsive. Out
of trouble came an excellent public image. The College
was frank, open and progressive. Parents and prospective students were impressed.
Everyone associated with an institution is
involved with public relations. It isn't something delegated to one or more harassed individuals. Let's cite a few examples.
One of Wagner's problems in recent years has been
the appearance of its campus. The extensive construction has had a lot to do with the mess, but the phrase
"beautiful upon a hill" has become a myth. There's
too much litter and mud around. Nobody seems to pick
up anything whether it's a discarded paper or a board.
The bus shelter, so necessary in all seasons, has become
an eyesore. Valuable trees and shrubs have been
treated like dime store items with lack of care.
Families shop for colleges. An unattractive campus
doesn't lure the better students whose sense of observation is usually more acute.
Students deserve a rap on the knuckles for their
cars. Sure, it's a game to beat the administration, perhaps to have a car illegally and get around the parking
fee by parking the vehicle off campus. But the parking
in neighboring residential areas has created dangerous
traffic hazards and aroused enmity (some critics say it
has definitely hampered fund-raising). They also drive
too fast on local streets. This is traditionally the case.
Wagner, however, has far more students than in the
past and Grymes Hill is no longer the country scene
it once was.
Some faculty members have become too remote
from the community. They've lost the spirit of "town
and gown." They've become "average breadwinners,"
performing their job (teaching classes and meeting
with students) and living very private lives when not
on campus. The faculty is no longer a part, an integral
part, of the community leadership. Luncheon service
clubs are not enough. Speaking and participating in the
community and its activities has long been one of the
most effective public relations routes for any institution's representatives. Some-in fact , an increasing
number-of the nation's most progressive industries
insist upon it.
It's understandable why the public relations
picture falls apart. Everyone is so busy. The
College is growing. New demands thrust in
every direction. The extra effort public relations
requires is one of the easiest to forego.
Many associated with Wagner have performed
beautifully in the public relations area. They have
sensed their roles without a textbook or this sermonette.
Many alumni have been doing an excellent job for
years. (Maybe it's because they've wanted to make
sure their degrees meant something more.)
Wagner College has a great deal to sell, from site
to subject matter. The opportunity should be seized.
In sum, one good act of public relations is worth
a thousand publicity releases.

hen a cook prepares a meal, and her guests later express an opinion about it-and when those who hear the
opinion express their own judgment about both the adequacy of the meal and the opinions expressed by the guests,
there isn't much left for a fourth party to do but wish he
had been invited. Certainly any comment at such a distance is bound to lose sharpness and, without caution,
turn into a "duI! blue blur." So much for my problem as a
reviewer.
Professor Kegley faced an equally difficult task in explicating at an oriental university, predominately Roman
Catholic, the theological and philosophical thought of three
great occidental Protestants. That encounter, however, summarized in this volume, has proved intellectuaI!y nutritious
and flavorful.
Politics, Religion
& Modern Man
by Dr. Charles W. Kegley
lows a CrItique which is a sweet-and-sour contribution in
piece de resistance proportions. This is concluded with a
substantial dessert (no trifle) contributed by the guestsnamely, Philippine scholars, and as might be expected it
has a flavor all its own. While this is quite a culinary innovation, almost exotic, the meal is thoroughly balanced and
quite digestible.
Reinhold Niebuhr's unique insights are three in number
-his doctrine of man, his dichotomy between moral man
and immoral society (ethical analyses), and his political
philosophy of the state-citizen confrontation.
The doctrine of man is obviously drawn from Hebraic
sources and developed along Augustinian lines. This is not
so much overstressed in Dr. Kegley's view, as is the Hellenic source and the Platonic contribution understressed. The
result of this imbalance is seen in the cynicism and pessimism of Niebuhr's position. If it is recognized, however,
that "rationalism" is the chief target of the Niebuhrian
thrust, the sting of Dr. Kegley's complaint that Niebuhr is
a "Yes, but" man, is mollified.
Niebuhr, primarily an ethicist, comes off best when he
comes down hard on man's inability to function with the
same moral competence in what he describes as an immoral society as he can personally or individually. This
distinction between individual and social ethics becomes a
rejection of liberalism and Marxism on the one hand
(quite acceptable to Dr. Kegley) and on the other an
espousal of man's "irreducible irrationality," which Dr.
Kegley finds a far too-sweeping generalization.
Sharpest Barbs for Niebuhr
First, let me commend this book by Dr. Charles Kegley
for its format. Like all Gaul-or more appropriately the
meal I mentioned-this volume is served in three courses:
Niebuhr, Tillich and Bultmann. And each course consists
of three related dishes. First, there is an appetizer-like concentrate of the theologian's substantive thought. There fol-

Professor Kegley reserves his sharpest barbs, however,
for Niebuhr's political philosophy. The Niebuhrian concept of the state is that its chief function is justice and that
on a limited and rather negative scale. In the realm of
international relations, he is equally pessimistic, speaking of
world government as both an illusion and a fallacy. Dr.
Kegley sees in this view an ambivalence he deplores and
an inconsistency he disavows.
It is precisely at this point that Jovito Salonga, who
provides the Philippine accent in his addendum, disagrees
with Dr. Kegley. As a Senator of the Republic of the
Philippines, he places most of his emphasis on Niebuhr's
political philosophy and in a pragmatic manner substantiates its consistency and its realistic balance.
The presentation of Paul TiI!ich and the critique of his
contributions as philosopher-theologian, centers in three
main areas: his method of correlation, the Protestant Principle, and his interpretation of religious language and
symbol.
The method of correlation, which stands at the core of
Tillich's massive formulation, tries to explain the "contents
of the Christian faith through existential questions and
�theological answers in mutual interdependence." Tillich rejects the idea that the "ought" can be derived from the "is"
(a naturalistic point of view), and at the same time closes
the door to neo-orthodoxy and spiritualism (a supernaturalistic point of view). Ideally the philosopher who asks the
questions and the theologian who answers them is the same
person. The cognitive concerns of the philosopher are
matched by the committment of the theologian. The philosopher is concerned with the general, the theologian with
the particular. This leads to an important emphasis on
"being" -the ground of being, and the contingent of being.
This ontological emphasis leads inevitably to the importance of the spirit in the new being, which alone can explicate the ambiguities of life.
The main criticism Dr. Kegley brings to bear on this
aspect of Tillich's thought is that the use of "knowledge"
in such a comprehensive way makes it include faith and
love. The result is confusion, he holds.
The Protestant Principle is obviously acceptable without challenge. In substance it affirms that no finite, no contingent object, event, or process can subsist without the
ground of being, God.
A Third Danger
Tillich's interpretation of language and symbol is highlighted by his famous remark "symbols participate in the
reality that they symbolize." This actually is the crystalization of an effort to avoid two traditional dangersmaterializing the holy in the finite and limited, or excessively mistrusting the sacramental quality of objects and
actions. The result, according to Dr. Kegley, is a third
danger-that of confusing the attitude of "ultimate concern" with the concept of "being." This, with its attendant
abuse of symbols and misuse of language, appears to the
critic as a' blot on the otherwise clean page of Tillich's
construction.
Again, a Jesuit's reaction to both the presentation and
criticism, adds piquancy to this rather bland course. Father
J. J. Smith puts a pinch of appreciation in both the questions of correlation and semantics, but spends most of his
time nicely but firmly presenting the Roman case against
the Protestant Principle--{)r, the Catholic espousal of the
Christian Principle which is not exclusively Protestant.
Bultmann's claim to fame is to be seen in his exploitation of the existential approach to philosophy, his original
enquiries into theological methodology which has had a
tremendous effect upon linguistic analysis, and his conviction that history cannot be taken as either the basis of
or the justification for belief.
Inasmuch as Dr. Kegley resorts to the "cluster system"
for advancing his criticisms, I may be permitted to bring
together in a less direct manner the substance and the
critique of his teaching.
Concerning the existential analysis which Bultmann insists is the central element in religious interpretation, there
is to be seen a weakness in that the analysis itself preconditions the answers. To ask the "right questions" already
introduces a principle of selectivity (if not preference or
bias) and ends in a confusion between the form of the
questions and the content of the answers.
In discussing the way we are to think and talk about the
central matters of religion, Bultmann's emphasis on "demythologizing" is presented to interpret the New Testament. At the same time, any speech about God must be
analogical. Thus the question-Why "demythologize" when
we are constrained to "analogize?"
Bultmann's treatment of history as a precondition but
not as a ground of faith, raises the most interesting, and
at the same time most difficult questions. The distinction
between "historie" (sheer factuality) and "geschichte"
(meaning) scarcely loosens the knot, for the result is
invariably an unbalanced emphasis upon either the historical event or the eschatological event.
Declaring that Bultmann was primarily concerned with
the Christian faith as an exegete, and at the same time admitting that he finds Bultmann difficult to understand,
Emerito Nacpil of the Union Seminary in the Philippines,
centers his comment on Bultmann's understanding of the
Christian faith. This, to Nacpil, has its source in Christ.
The Word of God in Jesus Christ and man's response to
that Word are necessarily correlated. Furthermore, whatever is asserted about God is a simultaneous assertion about
man, and vice versa. Since Bultmann views man as history,
"nothing but history," and since history is both an event
in point of time and an eschatological occurrence, the danger in agreeing with this formulation is in the method of
relating them. Dr. N acpil sees in Bultmann the historical
event "absorbed" by the exchatological occurrence, thus
making him a modern Apollinaris.
Playing upon the words of Bultmann that "faith is
genuine only insofar as it is a knowing faith," Dr. Nacpil
speaks of a "knowing faith" and a "believing knowledge."
Put quite bluntly, the concluding words of the Philippine
professor summarize not only his critique but his own
conviction. "The reality of faith is not experience not even
truly religious experience. Faith is not a mystical union
with the divine. It is not inner piety, nor a religious feeling
of the 'numinous' (Otto), nor a religious consciousness of
absolute dependence (Schleiermacher), nor a value enhancing, eudaemonistic experience. Faith is an active decisional
response to the encountered address of the Word of God in
preaching."
From all of this it is obvious that this volume is no
coffee-break tidbit or "hors d'oeuvre," but a substantial
meal. It demonstrates two talents which are always respected but seldom united. Dr. Kegley's professorial grasp
of the subject is obvious, but there would be no reason to
sit at his table if he were not blessed with an editorial
perspicacity of the relevant and a summarizing and synthesizing technique which "tenderizes the meat" and makes
palatable a full course dinner. Pull up a chair and enjoy it.

Wagner faculty since 1949. His B.A., M.A. and
Ph.D. are from Northwestern University and he
has a B.D. from Chicago Lutheran Theological
Seminary. He is professor of philosophy at Wagner.

Sophomores Are Key
To 1969 Football Fortunes
Having lost the last two games of the season, both
to Met Conference opponent St. Francis, baseball
coach Ralph Ferraro traded in his spikes and bat for
a set of football cletes.
Not long after the baseball season closed, with the
Hawks coming out a game under .500 ball (with 9
wins and 10 losses) the grid Seahawks were out in 90degree-plus weather for spring practice.
Ferraro, who is Head Coach Bob Hicks' line coach,
has some familiar faces to work with on the grid, and
several of them had made him smile during the somewhat dismal baseball campaign. Sophomore Art Zinicola, who batted .356 and won an honorable mention
on the Met Conference All-Star team, was working out
at split end. Craig Siepe, the diamond Hawks MVP
(.333 BA) , and another Met Conference mention, was
back at tight end. And Ken Danielson, a first team
All-Met selection (.315 BA, RBI leader), was back
kicking the footballs almost as far as he hits horsehides.
Ferraro agrees with Hicks that the 1969
edition of the Wagner footballers will be among
the most talented squad ever to play at Grymes
Hill.
But, the roster sports more than 30 sophomores;
some very promising rookies who will have to mature
quickly if Hicks is to have a formidable team. As
many as eight sophs are going to fill starting rolesthree of them in the offensive backfield alongside big
Tom Moore, the third-year fullback who is challenging the career rushing yardage record set by Neil Leonard at the end of the 1951 season.
The defensive team, which figures to be the Hawk's
strongest point, will be anchored by middle guard
Joe Asconi, 270-pound tackle Barry Smith and cat-like
safety man, Andy Senese. These three standouts and
the bullish Moore are considered by the coaching staff
to be solid prospects for Little All-American.
Hicks admits it will be a tough year to
rebuild his winning ways with an interesting
amalgam of sophomores and seniors.
Not only will the Seahawks tackle the powerhouses
of Wittenberg and Hofstra again, but Athletic Director
Herb Sutter has added C. W. Post and Albright to the
1969 schedule. Both teams had standout years in '68.

HEN THE Touchdown Club of Wagner College formed last year, its charter members
had in mind some extra support for the
Seahawk football program. But now that
the club boasts a membership of 100, and the sights are
set on many, many more, the club knows that it can
benefit the entire Wagner athletic program.
"I can't think of a better time to boost the membership," explained Sal Alberti '57, TD Club president,
"The Touchdown Club is a year old; college football
is celebrating its 100th year, and with the Seahawks
trying to rebound from a mediocre season, Coach
(Bob) Hicks can use all the fan support he can get."
The $500 check the TD Club brass presented Herb
Sutter represents a real triumph for the infant group.
"If we can scout up that much cash in only one yearand with a late start in establishing the Club at thatI know we can double and then triple the contribution
in the coming years," Alberti said.

in the Touchdown Club will yield
the opportunity for choice reserved seats
for the home season along with reserved
parking facilities for those cars with a TD
Club decal. In addition, the member will be put on
Coach Hicks' mailing list for a weekly newsletter containing critique of the past game and an outlook for
the coming contest, and will gain admittance to a postgame coffee hour with the coaches.
Most important, though, Alberti stresses, a TD
Club member will "be helping a fine football program
which, in turn, will help the other sports." For more

A Master's Exam by Telephone

A graduate student took his oral examination for a master's degree this
spring by telephone from Alberta, Canada
in Wagner College's first " telexamination."
Edward V . Shields '61, a former Staten
Islander now teaching in the town of
Innisfail , Alberta, passed the exam and
quaEfied for a master of science in education degree after a 45-minute telephone
session with four professors in an office
in North Hall.
The four professors sat around a
table with a speaker and microphone that
allowed conversation in normal tones.
Dr. Jack 1. Boies, dean of the graduate school, said that Shields had advised
the school he couldn't afford the trip
from Canada for the exam. If the telephone interview hadn't been arranged,
said the dean, he wouldn't have graduated. Shields paid the phone bill.
The telex<i mination was a first for
Wagner, said Dean Boies, but is a common procedure at large universities, such
as the University of Wisconsin where
there are many branches. "It is just more
economical than flying over long distances," he said.
When asked if use of the telephone
for exams was impersonal, the professors
said that it was not an automated educational activity like tape-recorded lectures
and was still people to people communication.

Dr. Albert B. Helmkamp '07 of 509
Hoffmann St., Elmira, N.Y. 14905 died
March 4 following a brief illness. Dr.
Helmkamp received his masters and doctor
of education degrees from Columbia
University. A former principal of the Elmira
Free Academy, he also served on the Elmira
Board of Education and was awarded a 50year key from Wagner in 1957. He is survived
by his wife, Ethel Hartt Helmkamp.

Staten Island , N.Y. 10301 died June 2. Mrs . .
Pilling received the bachelor of science degree
after attending college under an interrupted
program spanning 24 years. Formerly a
teacher for Staten Island Aid for Retarded
Children, she is survived by her husband,
Rudolph, and a son, Ronald.
Jane Karen Scott '61 of 345 St. John's Place,
Brooklyn, N.Y. 11238 died April 23. She was
employed as a social worker with the
Brooklyn Home for Children. She is survived
by her mother, Mrs. Karen Scott, of the home
address.

Yes-after spending a lifetime accumulating your personal possessions
you can be sure there is a plan for their
distribution.
You may have already chosen the
logical plan-the one in which your decisions will determine what happens to
your estate when you are gone. This
